Half or more of Texas homeowners are paying more than their fair share of property taxes. Appraisal districts are flexible on market value appeals given the large number of houses they value and that are protested. The lower value stands when appealing market value and unequal appraisal.  Appeal both every year. Winning a property tax protest is easy.  Getting property owners to appeal is hard.  Only 10% of Texan homeowners appeal their property taxes.

Property owners are sometimes reluctant to protest their property taxes because the believe the appeal process is difficult.  It is not difficult and 60 to 80% of owners who appeal are successful. Appraisal districts use the cost approach to value houses.  It is generally considered the least reliable method of appraisal. One reason appraisal districts are motivated to settle protests is to maintain goodwill with the community. Property owners who appeal annually rarely pay more than their fair share.
